Clear as Mud

I went through immigration at the Hiroshima Airport last week on my way to Seoul. Even though there were no pictures allowed in the immigration area, I couldn't resist snapping a picture of this notice. I've gotten pretty good at translating Engrish, but this one was some kind of secret code. It might mean - be patient. What would you do if you saw this notice?
